Dear. Congressman Bobby Scott, Chairman of the Committee on Education and Labor.

Congratulations on new beginning of America with Biden’s administration.

I hope Biden's victory restore American democracy and democracy around the world.

I am writing to ask for your cooperation regarding the suspension of the NCLEX-RN exam(a qualifying examination to be a Nurse in U.S.) in Seoul since 2007.

The NCLEX-RN exam, which has been suspended in Seoul since 2006, should be resumed.

In January 2005, the NCLEX-RN exam was conducted at Pearson View Seoul Center. However, in November 2005, the NCSBN(The National Council of State Board of Nursing) requested a suspension of the test due to allegations of leakage of past test questions, and in May 2007, the NCSBN notified that it would stop taking the NCLEX-RN exam in Seoul.

However, the alleged leak of the past test questions has been found not guilty in the trial and the three applicants identified as suspected leakers have also been allowed to retake the NCLEX-RN exam. Of course, the academy, which was suspected of leaking, was able to resume the lecture.

However, the NCLEX-RN exam has not been opened in Seoul so far

Korean nurses who cannot take the NCLEX-RN exam in Seoul are taking the test abroad at a high cost. From 2007 to 2019, there were over 16,000 applicants.

In that situation, Corona Pandemic even prevented them from taking tests abroad. Foreign countries have banned foreigners from entering the country. Some countries allow him to enter the country, but he has to quarantine for two weeks when he arrives and quarantine for two weeks when he returns to Korea, which is why he cannot take the test due to the huge cost of staying and time.

The NCSBN said "There is no problem opening the test in seoul. We do what Pearson does". So we delivered it to Pearson, but they has not opened the test yet. I have no idea why. Pearson Center opens other tests such as radiation, but not nurses' tests. We tried to contact Pearson headquarters by e-mail and phone, but couldn’t reach them.

There's another problem.

Pearson Center gave six months' deadline to nurses who applied for the NCLEX-RN exam and received $1,300 in registration fees. However, since corona pandemic situation, some applicants couldn’t take the exam and Pearson center said they would extend the deadline by 6 months if they pay additional 20 dollars. But as soon as the first 6 months passed, they insisted on expiration of the expiration date and the applicants who did not extend the deadline had lost 1,300 dollars.

(I think this could be very persuasive for the sake of U.S. as well to provide newly qualified nurses for patients as the country has had many people suffering from the COVID and I can guarantee the nurses in Korea are very diligent and professional.)

Korea ranks second in the number of NCLEX-RN exam applicants after the Philippines. Not opening an exam in Korea is discriminating against applicants and asking them to pay more for the cost and effort.

It is necessary to allow Korean applicants take an exam in seoul who cannot take the exam because of Corona 19.

Considering the situation, I was wondering if you could help Pearson Center open the NCLEX-RN exam at the Pearson Korean Center.

I look forward to hearing from you. Thank you.

Your Sincerely
